What are they gonna do if 30% of population doesn’t say yes or no? Decide they are illegals? Doing this is the equivalent of the question not being there.

Decide they really “told the truth” about lacking citizenship, whether they “actually have green cards” or “are illegal” no longer mattering, and thus not consider them as part of the population for apportionment purposes. Magically, Colorado doesn’t get her 8th CD from Minnesota, Cal loses 20 and they mainly go to places like MS, AL and possibly OH.
