So now cops in large crowds are authorized to pepper spray nonviolent protesters since they’re “surrounded” by them? I guess that explains all those instances of police brutality we saw committed against the teabaggers.

Holy crap, a police car is surrounded every time they go on patrol in a bad neighborhood. Better deploy countermeasures.
