The system was overwhelmed with the success of the program. Dealers that were expected to sell 20 cars over 3 months, sold them in less then a week. It was a mistake to not plan for the possibility the program would go nuts, but no one expected the sales numbers they got.

That’s not my understanding. I believe that car dealers were ready to use the program for several months and had sold cars during that time under the deal, but they weren’t able to submit the claims to the government until this last week when the details were finalized. So we’re actually looking at several months of car sales submitted in one week.
