As I understand it, it applies to the people detained at airports now and others in transit — including those with green cards, valid visas and refugee status. It does not invalidate the EO entirely, but it will at least allow travelers to enter the country as they are legally entitled to.

Right, but it’s still not clear to me exactly where the line is, whether it applies to all currently valid issued visa & green card holders, or those who’ve already bought tickets or just those who made it wheels up?
