He needs to report the incident to the United States Secret Service, the FBI local office, and the Internet Crime Complaint Center as a “hacking” incident (Yes I know he wasn’t hacked, per se). But let them investigate the incident and determine that for themselves, at the least it is fraud and impersonation however it was done.
