Immigration and Naturalization Service v. Chadha, 462 U.S. 919 (1983), killed the legislative veto.

They might be able to tweak this enough to make is pass court muster. Keep in mind the GOP has no intention of actually blocking the debt limit increase. They just want a symbolic vote and would probably accept some sort of non binding resolution.
