Oh, I have no doubt that the Japanese can deliver ‘em, but I was talking about amending their constitution to allow them to do that first - if you have to wait until you’re hit with nukes, you’ve probably waited too long.

The Japaneses strike me as a practical lot. I suspect they would strike first and amend the constitution later.
