Taking the military option off the table, to the extent he did, I can understand if no one believes its an option in the first place (also, there is no reason that cannot be revoked of course.) The rest, I have no theory.

Militarily, all we have to do is bomb the doors of the nuclear complexes, and the sole refinery where they turn crude into gasoline. There will be Hell to pay, but a lot less than if Iran gets nukes.
