The USSR should not have been allowed to dissolve until they had at least set up mechanisms to peacefully resolve the conflicts that must unavoidably ensue from its demise.

I really don’t think anybody was thinking about that. Most were too happy that the Cold War was over and the “Evil Empire” was dead to worry about picking up the pieces.
