The whole “cash for clunkers” thing is a fiasco. The government has no idea how many rebates are going out, and car dealers may be on the hook for taxes on the rebates (the law says specifically that the rebates aren’t taxable as income for buyers, but says nothing about dealers).

Plus, no parts can be salvaged from the vehicles, and dealers are specifically instructed to destroy the engines. Stupid.

The cars that are still reasonable and running could be given to the poor as a way to get to a job opportunity or to college kids to get to school. Or to charities to sell them for cash.
The inmates are running the asylum.
