I think this suggest that the CP strategy is only a short term tactic until the reaction sets in from the wider society.

Any strategy predicated on surprise and shock is only likely to work in the short to mid term. If the faction using it cannot win relatively quickly, they’ll be at a loss once their enemies recover their footing. World War Two was a fine example of that, particularly in the Pacific.
