The AP story indeed has the title right, but they go on to undermine the US/NATO figures, questioning them at every turn, and trying to suggest that things are worse there than have been let on. Also, no mention that the overwhelming majority of all civilians killed in Afghanistan are the result of Taliban bombings and actions, not NATO or US acts.
