Not a lawyer here, but it’s my understanding that it is not legal to offer any position of any value to someone to induce them into making any political decision.

Now maybe the claim will be “there was no offer”, but that looks too cute by half. At some point, when you do so much winking and nodding about “not promising, wink , wink one of these three positions that I will completely lay out in full detail for you to consider in lieu of not running for office”…at that point I don’t think you can claim it is not an offer.
