I would have to lean defense first, then fiscal. I probably wouldn’t be quite as bent if the porkulus bill was spending a majority of that money on doubling the CIA, increasing troop levels, and development of advanced weapons, detection systems, and anti-laser defense systems directly aimed at China. A massive restocking of Tomahawk missiles with a focus on Iran, N. Korea, Sudan, Somalia, the FATA, Venezuela, etc. etc. (you know the usual suspects).
