Okay I need to upgrade to edit HD video for web content. Buy a 64 bit PC and upgrade my existing software or Mac? My guess is $1500 for my new PC then the OS & Adobe upgrade. $2000 total. Can you go Mac for that with legit software?

That sounds expensive. You can assemble the components for yourself and spend a third or more less for more computer.
