That would seem to be a plausible explanation ; when logically the bullies ,should be subject to discipline?

The school is following the path of least resistance. Going after one student means dealing with only one set of parents, while dealing with 3-5 bullies might mean dealing with ten angry parents at once. Like the Dark Side of the Force, going after the victim is the easier and quicker option.
