Trump only gives speeches at venues where he won’t face any opposition. This indicates to me that he or someone else at the WH talked to Surbaugh before Trump appeared at the jamboree. It’s very likely that Trump was assured beforehand that he could say anything he wanted to say in his speech, and that he would not be booed for any reason.
