What commercial purpose could they possibly serve?

Each one creates a 200 nm exclusive economic zone that pushes out to sea and against the EEZ’s of China’s neighbors. So under the UN Convention on the Law of the Sea they create legal claims to fisheries and other natural resources. It was a major oversight when the Convention was created not to exclude artificially created islands.
