No. If power goes out in your area AND you see or hear a crime being committed, THEN you could call 911. If the power goes out in your area, you don’t call 911 just to give the police a heads-up that *maybe* some crimes will occur as a result.
911 is a dispatch center for immediate emergencies (fire, ambulance, and crime-in-progress). Period.
If you want to give the police a heads-up, you call the police station directly.
