I think conservatives can embrace a tax credit to small businesses to help them afford offering employees health insurance . To say HCR is working because one particular provision was effective is a bit premature. It’s the subsidized exchanges and tax incentives to remove coverage if you have more than 50 employees that have not yet kicked in. Once that part kicks in, I think we can better judge how HCR is working.
