But the WalMart argument was to illustrate a particular point that they already own the land and can do with it what they wish.
If they didn’t want something like a Wal-Mart to be built on that land, then it shouldn’t have been private land up for sale to begin with. That’s what happens. But it would have been avoidable with some forethought and funding.
