The ‘failure’ to achieve orbit may have been an agreed upon face saving compromise offered to the Obama administration by NK’s allies.

The Obama administration may have needed a way to justify their passivity in the face of the launch after first loudly proclaiming just a very few weeks ago that they would shoot it down. There has been a huge flutter of diplomatic activity lately with regard to Russia, China and Iran. A compromise may have been worked out whereby the NKs were allows to test their missile as long as headlines could be created announcing that the test ‘failed’.

It may be the NKs did not need to put anything into orbit in order to successfully test their technology. They may be achieved their objective through a successful launch, and successful missile staging, and trajectory, etc.
