Egypt could go that way.

Our immigration system needs fixed now. We need to be able to take in more refugees and non-H1ers.

Have a yearly thing of amount, say 2.25 Million a year (.75% of the US Population).

1.25 Million of that yearly quota goes to normal immigrants.

1 Million goes to Refugees, who we will try our damn hardest to keep and make citizens.

In addition, have a clause for emergency situations, like Syria, or as part of peace treaties, to allow in other refugees as needed.
