The hospital people who make up hospital rules probably have a good idea of the mean response experience. These are educated professionals. Sometimes it doesn’t work, but they had no way to know it wasn’t the best answer.

We had an Army saying: “Regulations are written in blood.”

Oh, it’s fine. We’ll change it to “Just rush the patient over there on a gurney” and the the next story can be “92 year old vet dies on a gurney on 500 yard trip to ER; standard protocol at other hospitals would have been to use an ambulance” and the policy can get switched back again.
