If I had to guess, Emmanuel is poo-pooing Beto because he sees him as a rival for 2020 or 2024 (even though, from I’ve been able to gather, Emmanuel really hasn’t been very good as mayor of Chicago, a job I’m sure he saw as a step towards the WH).
I would be really surprised if Rahm ever had any national ambitions. Maybe at one time he was thinking of a Senate seat, but other than that I cannot imagine his interest in serving, other than on someone’s staff.
