Well, if you are against something that mainly benefits a minority because of the way those minorities tend to vote, then yes, your opposition has a racist effect. I’m not sure why this is something that’s debatable.

If I’m against NBA players making $20 million/year, that does not make me a racist even though the majority of the NBA is black. It means I don’t think basketball players should make that much money. Of course, I don’t actually think that, I think basketball players should bank as much as they possibly can which is a lot. But I’m just illustrating a point.
