If he has then Penn is guilty of major confirmation bias and extreme naivety.

It’s almost impossible to tell. He runs a pretty authoritarian regime, arresting judges, journalists and political opponents. He can change the courts and constitution at will. It’s not a free society so elections become pretty murky affairs. Saddam used to win elections all the time.
