Actually, it’s congresses fault for not guessing the money would run out so fast. The German program was funded with a 5 billion dollar appropriation and they have only 80 million people. Detroit wanted 4 billion, but that was cut back with the option to revisit the deal which they are doing today..

and who voted that congress into power?…the one digit congress?
