Correct. The 25th Amendment is intended to give the government a safeguard in case a President has a legitimate mental and/or physical breakdown requiring a hand-off of power to the Vice President. Once the term ends, he is free to go as a former President of the United States, with all the rights and benefits thereby conferred.
