The effect of the report is to recommend that law enforcement personnel devote more attention to watching veterans than to watching the population in general. Isn’t that a fact too?

No, that is not the effect of the report. No one is monitoring all veterans; no one believes that all veterans are prone to extremism; no one has suggested that veterans as a whole need to be watched more than the rest of the population as a whole.
