It’s a sign of Perry’s desperation that he’s pulling out the stops now that he’s fallen behind in the polls. He’s going with his own flat tax proposal (after Cain put out the 9/9/9 proposal). He’s laying out the birther nonsense again.

He’s trying to do whatever it takes to restart a flagging campaign.

And I don’t think it’ll work.
