What I don’t get is why Petraus resigned, yet the SS agents who hired prostitutes (weren’t any of them married) didn’t get their asses handed to them.

I’m pretty sure those SS agents lost their jobs; so did their supervisors. Some were allowed to resign, others were fired and lost their pensions.
