I want to, as well. But if the ROE really were as restrictive as the presser made them out to be… that’s just damn wrong, and we got luck (or the Navy bent the ROE).

The ROE should be; as soon as we get a clear shot at pirates/hostage takers, we take the shot. And that should be publicly announced, not hidden.

You raise an interesting question. Not to get all “24” or anything, but does the President have plenary authority to order the Seals to take the shot?
