It was placed on Roman banners at times, especially those of the legions. It was a way of reminding anyone who saw them under what authority a road was being built (as the legions sometimes built roads). In this way, those inclined to interfere with the road’s construction were warned that to do so would make them an enemy of Rome (for which if you were not Roman the penalty was often crucifixion), while also reminding others of whom was bringing them the benefits the road would provide.
