Short answer:

Available funds will be allocated on an “as available” basis. You can bet that the troops will come first, as is right and proper. They aren’t going to shut down air traffic control or other critical transportation jobs. I would think that retirees will be next, along with critical Medicare bills. Medicaid payments will certainly be delayed. “Non-critical” Gubmint employees will be furloughed.

Let’s face it. To feed the bulldog, we need to cut 40% of total Gubmint spending to match income.
