As would using a different surface. Are you saying if someone uses a surface that’s harder to walk on— uses more energy to walk on— rather than an easier-to-walk on surface when building a path, they are engaged in ‘energy theft’?

An an easier-to-walk on surface can be characterized as elastic (like rubber) or inelastic (like sand, mud, snow, or any kind of thing that energy of motion is transferred to irreversibly). The tiles described would be in the second category.
