The Senate is working on the bill right now. If they make changes to it, it goes back to the House. The Republican strategy now is to introduce changes that the Dems will have a hard time voting against, but will vote against in order to not send the bill back. Here’s one amendment reported to be submitted shortly:

Sen. Tom Coburn (R-OK) is reportedly planning to introduce an amendment that would deny erectile dysfunction drugs, such as Viagra, to sex offenders. The purpose of such amendments is to force Democrats to vote against them.

Sen. Tom Coburn (R-OK), known in the Senate as “Dr. No,” has filed nine amendments to the reconciliation bill. One is a “bureaucrat cap,” another is titled, “Congress Should Not Lecture Americans About Fiscal Responsibility,” and one would send the bill back to committee until President Obama fulfills all his campaign promises.
