They couldn’t FIND anyone to surrender to because everybody was in bomb shelters during the testing of the Q-Bomb.

It’s been years since I read the book, but I remember thinking at the time that it was not a bad idea…Declare war, commit a single act of aggression, surrender and demand foreign aid…brilliant = )
