See summer of the shark, snipers. One of my favorite examples is stranger danger. Parents limit their childrens freedom to an incredible degree to avoid this vanishingly small chance, and the parents who don’t meet heavy societal pressure.
Sunstein is very concerned about this whole thing in the context of the law.
