Strictly speaking, Russian activity outside the Presidential campaign is also outside Mueller’s mandate. Obviously, though, the Special Prosecutor’s Office could turn up a great deal of evidence that could then be passed along to other investigators. The result might be that the whole damned network is rolled up, including most of the Republican Party and complicit elements of the media.
