Did the Icelandic president not notice that, ah, recent unpleasantness involving Georgia? Does he think Iceland would somehow be exempt from the same sort of imperialistic treatment?

The offer was made by the President of Iceland, who is generally know to be something of a joke and the presidential position in Iceland has very limited power compared to the president of for instance the USA. The Icelandic president was severely pissed off at the Brits on account of some (rather nefarious) moves by Gordon Brown harming Iceland greatly.

The USA also used to have a base on the Faroe Island, now closed. And still has one in Thule, Greenland. The Greenlandic one is to have an important part in the SDI.
