Yes, because it’s the only time ever in the history of governance that the letter of the law and the spirit of the law show a difference. I’m sure that the text that wound up in the Amendment as we see it was fiddled and diddled and twiddled as it went thru the process of being adopted, and it’s not that much of a stretch to say that the actual wording ended up being different from what was originally intended.
