I agree that one can go too far in the “what exactly is the Governor spending” routine; he does need to get out into the State, and isn’t supposed to be doing it by bicycle.

The story bothers me somewhat, though, because of a) the seemingly thin official excuse for the trips (although that could be spin/bias on the part of the article author), and b) some of the quasi-evangelizing remarks Jindal apparently made at some of these events.
