Actually blocking it wouldn’t be politics as usual. You’ll notice that’s a straight up-and-down vote, not a cloture vote.

There are often cases where Democrats or Republicans will vote against a bill because they know that it will pass anyway and they’re puffing themselves up. That’s politics as normal.
