Take Californians legal example and add lots of years to the sentence if a criminal uses a gun in another criminal act like robbery and rape. Add a decade. If he shoots (even if no one is hit), add 15 years.
What has that done for California’s rate of gun violence? (I’m not being snarky or argumentative, I am really curious. If it works in CAL, then by all means, the approach should be duplicated elsewhere. But if it doesn’t work…)
