Kentucky was with the Union. Does this mean if they pass something similar, we’ll consider them Northerners?

KY was only with the Union because the governor refused to sign the bill of secession, leaving the state for a time, IIRC. A separate secessionist government was set up in Danville, but was soon crushed.
