“Throttling” can be compared to slow checkout lines at the supermarket for those who are buying a cartload of groceries, and fast checkout lines for those buying a gallon of milk.

“No throttling” is a wasteful rule. If we were all identical copies of each other, we’d want throttling. It’s a perfect example of the golden rule. Whoever has a short, simple internet task should get it filled through the quick checkout line. Whoever has a huge task should expect to go through the not so quick line.

That way, everybody gets their smaller tasks filled quickly, instead of having to wait, and wait, for their turn to get a few thousand bits sent.
