Actually, the US did that a few years ago with Project Blue Concrete.

2000lb concrete practice bombs are painted blue. Somebody got the wise idea to strap a JDAM guidance package to the big blue rocks. No blast means less collateral damage. Just a ton of concrete whistling down from 10,000 feet. The Air Force claimed they could remove a row house without damaging the ones on either side of it.

I continue to maintain that the minimal blast damage on that roof was comparable to that of a 40mm grenade.
