So my question is given a crowd of 75,000 how many unacceptable signs are sufficient to peg the crowd as racists and what is the lowest amount of unacceptable signs to conclude that the sign bearers are a small minority.

I would assume that any amount between those numbers would be considered a matter of some concern.

One sign is enough to get attention. If it gets play in the media, it gets a label. We don’t want that label. The crowd itself may not be racist as a whole, but individuals with signs can be seen as representing the beliefs of the rest of the sign carriers with innocuous signs.
