OK, you define tax as any added expense to comply with a government regulation, but that definition does not exist in the real world. For example, I had to spend 10 to add sprinklers to my store, but it was not a “tax” I bought and paid for a product and labor to install it.
If it costs $1000 for a improved, more fuel efficient engine, that is not a tax, since I am not giving the money to the government, I’m buying a better engine.
